Adopt NanoBind and drop pybind11 #4802
Description
Nanobind is a project created by the same creator as pybind11 and attempt to be a faster and cleaner alternative of pybind11 which:
- Allows ABI stable python wheels builds Provide Stable ABI Python compatible adios2 wheels for pypi #4796
- Free-threading python support.
These two features are critical for adios2 to further expand its python compatibility.
