Remove second, redundant securityContext for launching carta

@yeunga launch-carta.yaml has this second securityContext entry at the container level which I think is unnecessary and confusing. Could you please check that this is inconsistent with the other launch declarations and make a small PR to remove it if that's the case? keel-dev overlays should be checked as well.
