Add Breadcrum view on Offenerhaushalt

we still want to add the breadcrum view to offenerhaushalt.de it should go above the treeemap. So below "Produkt" and the Select for "Total" bildschirmfoto von 2018-02-22 16-59-43

On part of this is #147. Once the bundesland-Pages work the breadcrum is a bit easier to build.
