[IDEA] Add slap event to SCP-3114 and attack event to SCP-049-2

Goal Description

Pretty self-explanatory add events for SCP3114Events.Slapping & Slapped and SCP0492Events.Attacking and Attacked. Id also go through and make sure all the SCPs have an event for their base attack ability so that plugins can subscribe to it.

Yeah, I'm specifically looking to add double functionality to attacking abilities for certain SCPs to make some custom SCPs for a server. We wanted the main attack ability of 3114 specifically to have a second function where if the player is looking at a non-SCP pickup it would destroy it and add a certain amount of health to the player. The hurting/hurt events don't work for this and currently there is no other way we can think of to do this without a really complicated harmony patch.
