File attachments do not work if user is not allowed to share files

Describe the bug
when the option "Limit sharing based on groups" is activated in nextcloud "Sharing" settings and a user does not have permission to share files, attachments cannot be uploaded by this user anymore.

To Reproduce
Steps to reproduce the behavior:

1. Set "Limit sharing based on groups" to a group where the target user is not member of
2. login as target user (the user without permissions to share files/folders
3. Create new card or open new one in Deck
4. Try to upload an attachment to the card/ticket
5. error that user should contact administrator

Expected behavior
even if user are not allowed to share files in general, this still should work for deck card attachments
