Implement REST API for v2.0.0 #66
Description
This should be a simple API allowing common data operations needed to develop the reporting module and a cross platform HTML5 client for contributors.
Further improvements will be tracked in its own issue and will represent new versions of the API.
This should consider moving the readability logic server side as stated in #59.
