Install PEAR dependencies locally

Midgard MVC installation should be fully local (except for system-wide Midgard2). This means all PEAR dependencies should be installed and loaded from the target directory.

this will be implemented in Pake, using PEAR2/Pyrus classes.

implementation using PEAR1 classes doesn't work reliably.
