Add version-information resource

If you want to know which version of the vcpkg-tool you currently have, you can only estimate this by checking when the file was modified, i.e., when you downloaded it, and then looking up which version was current at that time.

This can be fixed relatively easily by adding a version.rc file, as Windows Explorer will then display the information in it under Properties->Details.

The version we use is a date and a git SHA which won't fit into that resource which is explicitly 2 DWORDs (see https://learn.microsoft.com/windows/win32/api/VerRsrc/ns-verrsrc-vs_fixedfileinfo ) so it isn't clear what should be set there.
