An edge case: false negative of unbound local variable with if False

I should say beforehand that I don't write code like this and I haven't thought of a situation where this kind of code could be useful. So I'm totally OK if there will be no fix about it.

x = 0

def f():
    # In fact, `x` is a local variable and it's unbound.
