Release notes for 1.1.405?

I noticed that there's not a GitHub release for version 1.1.405. Perhaps this is an artifact of the updated release process mentioned in #10825, but I've been missing the release notes. Is there a canonical place where I could find those?

FWIW, it was especially nice to have the notes in the GitHub release, because Dependabot will automatically include them in its PRs (see #10742 for an example).
