[Settings] Right-clicking on Settings in taskbar shows the incorrect title

Minor nit: right-clicking the Settings process shows the project name (Microsoft.PowerToys.Settings.UI.Runner) instead of just 'PowerToys Settings'.

That title is also what appears in Task Manager.
