Add full text search to data portal #1977
Description
As referenced in #1919 and this Google Doc, we want to include the ability to search for biosamples and studies by free text. For an initial version of this, we want to implement the built-in postgres full-text search capability. This will allow users to add arbitrary text to the search box and receive back results based on their relevancy to the search terms.
