Web Panel password keeps resetting on restart of computer #41

Describe the bug
The password to the Web Panel has repeatedly reset on computer restart
To Reproduce
Steps to reproduce the behavior:
Create a user with access to everything with a standard password
observe the ability to log in to the web panel with username and password
restart computer
attempt to log in to the web panel.
observe "Your username or password is incorrect" on any device, including localhost
Expected behavior
Expected to be able to log in a view the web panel

- OS: Windows 11 Pro
- Browser: Firefox
- Version: Latest as of writing this will update with the actual number as soon as I can
Additional context
It may be something to do with MCSS not shutting down gracefully? do the Web Panel passwords only get saved into files when MCSS is shut down?
