ci: bump workflows to Python v3.14

This must wait until python-flirt cuts a 3.14 wheel (see williballenthin/lancelot#225).

The intent with bumping our workflows to use 3.14 is to ensure we encounter/handle any issues before 3.14 becomes mainstream.

@kami922 this is blocked by lancelot#225. Once python-flirt releases a Python 3.14 wheel, this can be implemented.
