Blocking Adoption PR: Need to refactor telemetry #2
Description
As the new web-modules standard does not require any nodejs interactions any more telemetry needs to get refactored to web-modules including the new chromium patterns for advertisements and tracking
this will implement telemetry in a way that it collects data and only periodical syncs it back via a background worker.
this is part of:
- needs to get done on the web-modules branch which is moved to packages.
