- One-line enhancement description (can be used as a release note): Proposal for a formal process for adding new conformance tests when doing so will make work for third-party networking implementers.

- Discussion Link: Not really clearly discussed online anywhere, but this is partly inspired by us previously having promoted a test even though we knew Cilium failed it, and partly by us being unsure when to promote a test we know OVN-Kubernetes fails.
