Config UI to Enhance User Friendliness and Avoid Config Issues

• Add GUI via Web Interface that Allows Reading and Modifying Configuration Parameters
• GUI Should also have tests to help test common issues
• GUI Should Support All Tone Detection Mode and Allow easily creating detectors based off of tones detected in All Tone Detection Mode.
• GUI Should integration with the API in Feature: Tone Detection Against a Static Audio File via Command Line & API Interface #9 to be able to drag and drop upload files to run detection on. This should work for all tone detection mode as well to help users configure their system.
• Guided notification configuration process including testing notifications for each detector.
