tabs still suspended after globally disabling suspending

Observed behaviour:

• clicked the extension icon in the toolbar
• clicked "enabled" in the "Settings" tab (changes into "disabled" - great)
• continue browsing in a browser window with multiple tabs
• find a number of tabs suspended, despite suspending being disabled

Expected behaviour: all active tabs should remain active indefinitely

Repeatability: 100%, several

Workaround: disable extension? (haven't tried)
