Windows with temporal inclusion/exclusion criteria / constraints

E.g.,

• Be able to specify that the start or end of a window (that has a different bound in the ACES langauge) is before or after some calendar date
• Be able to specify that the total duration of the window is above or below some limit

Note this is distinct from #186, which states that we should be able to define a start or endpoint to occur at a specific timepoint, whereas this is about setting a constraint based on the timepoints of a window.
