Allow new layer (Untitled Layer) to be added above or below the currently selected layer in layer dialog

Sometimes we have to add multiple layers in the middle of the diagram.
Describe the solution you'd like
It would be great if holding a modifier key (e.g. Shift), would add new layers next to (above/below) the currently selected layer

Describe alternatives you've considered
Currently, the only way to do it is to add layers, which always adds new Untitled layers at the top of the layers box.

Additional context
In addition to creating new layers, it would be great if multiple layers can be selected and moved across. Currently, selecting layers is possible, but only for deletion.
