Option to select BEFORE/AFTER when creating transition hooks

Not being able to specify if the function should run before or after via the River admin forces me to open the django admin and update it manually. Then I noticed that the text still says `Right before the transition happens` even though that is not the case anymore.

So proper support for selecting BEFORE / AFTER for running functions would be nice to have.
