Compute uncertainty of the delay correction

IMAGEN TEC product contains uncertainty about the total TEC and top TEC at near- and far-range. After the discussion with ADT and IMAGEN production team, we came up with the conclusion that computing the uncertainty of the ionospheric timing delay would be a helpful information to investigate the product's quality.
