[Bug] Optimizing an Upgraded World Causes The Game to Freeze

Bug Description

When optimizing a world from 1.12.2 (idk if it can be any version) causes the game to freeze at the end of optimizing, there are also missing chunks when entering the world.

How to Reproduce?

1. Have an old world
2. Upgrade it
3. Optimize it
4. The game will freeze at the end of the upgrading

Expected Behavior

The game would load.
