Rework WebpEncoder API to support lossy compression #2748
Description
image-webp contains a lossy WebP compressor implementation; it's not released yet but it's already available in git.
The 1.0 release is a good time to rework the WebP encoding API with any breaking changes to make the API for lossy encoding nicer, and to apply better defaults.
