Releasing version 0.13.4

Hey image-gif maintainers 👋🏽

I wanted to ask whether you already have an idea of when to release version 0.13.4? I am currently trying to add various metadata to image-rs (tracking bug here) and a 0.13.4 could contain the ICC and XMP metadata for GIF. If there are remaining blockers that I can be of help for, I am happy to offer my time! :)

We have semver incompatible changes with respect to 0.13 in the current main branch, iirc. Particularly, cargo-semver-checks reports we've made error structures #[non_exhaustive]. I'm a bit conflicted on whether to take on #218 as 0.14 or just make a release knowing that #218 will go into a rather soon 0.15 afterwards. It's cleaner API, less allocations in the sans-io streaming core is very neat, but also breaking. I guess there's no big harm in two separate major releases if we make the temporary nature clear.

I agree with the two major releases approach, with clear communication it makes sense IMO to keep them separated.

If this is too urgent, wdyt of releasing a 0.13.4 with the metadata support, but not the other changes?

Now that we have a separate 0.13 branch for urgent backports, is there anything preventing us from merging #218 and shipping a new semver-breaking release?

These changes have shipped in 0.14.0, closing.
