New mode request: azahar emulator mode / mount folder of encrypted .cci/.3ds files and provide equivalent folder of decrypted .cci files

Take a folder of encrypted .cci/.3ds files and provide equivalent folder of decrypted .cci files (with that specific extension), also recreating any sub-directories and their files. If files are already decrypted, just pass them through as-is.

This would allow a normal folder of encrypted .3ds (the extension used by GodMode9, No-Intro dat files, etc) files to be used seamlessly with the new azahar emulator.
