Hide 'locate myself' text when location access is off #28

Issue Overview
When a person doesn't want to share their location, the background and target that come along with 'locate yourself' disappear. The white text is still there with no background, though. It's hard to see and doesn't interfere with clicks, so not an urgent issue.
