[Feature] Create and store custom personas locally and support default personas

Feature description

I would like the personas dialog to have an additional folder or category for my custom personas. It should be possible to create, update and delete custom personas that are stored locally in the browser. It should then be possible to select a custom persona to start a new chat.

Additionally it should be possible to set a default persona in the user settings, so that I do not have to use the persona window every time I want to create a new chat with my custom system prompt and model settings. I don't yet have a clear idea of how this should work alongside the default model, so I'm open to suggestions.

Use case or problem

Currently, I would have to submit PRs to the personas repository to get my personas into the software. However this prevents me from quickly experimenting with different system prompts and using personas meant for my specific use cases.

Also I have to enter my custom system prompt every time I create a new chat.

Something similar has been suggested in a comment of issue #6, but I created a new issue to further elaborate on the request.

This feature has been implemented and will be available in the next release. Users can now click on the three dots in any conversation to create a persona from that specific chat. These custom personas can then be managed directly from the Persona Library.
