encoding small frame from v210 fails

v210 has some additional size limitations -- 96x64 should be the minimal. However I'm not seeing a crash in the VFW decoder. Are you reporting encoding or decoding issue?

96 * 64 does not make decoder crash, but it does not decode correctly with any method.

output: s96-vfw.zip

Similar results when encoding either through vfw v210, vfw rgb32, or through sdk.

Okay, never tested resolutions so low. There must be a lower limit on the thumbnail res (which is input res divide 8 for RGB and 16 for YUV.) The resolutions without issues are 128xH works in RGB and 256xH in YUV. I expect the thumbnail (Low-Low level 3) needs to be 16 pixel wide or greater. Could be fixed.

I wanted smallest resolution to isolate issue #24. Somehow rejected idea to start with 8 * 8
