Official system requirements

Hi, I noticed the main page does not list any system requirements. What are they?

Operating system version?
C version?
C++ version?
Cmake version?
Compiler version?

We cover some of that in CI. Given that library is supposed to be low-level it should build on most compilers (target compatibility is C89).

C++ is out of scope.

OS: at least *nix and Windows

CMake story is different; currently it is 3.15 (i.e. Ubuntu 20.04 LTS / Solaris 11.4 SRU 15 level).
