tsv2lmf.py does not create a log directory

The tsv2lmf.py script writes to a log/tsv2wn...log file but it never checks that the log directory is there, leading to errors. See the comments on commit 760b9d9.

Is this script superseded by the one in omw-data? If so maybe it should just be removed here?
