Combine Prompts and Skills #760

As I continue down the path to optimise this repo (see #751) the next idea I want to float is combining Skills and Prompts.

Prompts are one of the original primitives in the repo, you can define them easily and they become a task you can invoke with /my-prompt (in fact, the original commit contained prompts).

Since then, Copilot has evolved with the industry, and we have seen Agent Skills introduced. Skills operate in a very similar manner, they can be invoked from a slash command, but they are also something that the agent can invoke itself based off the task it's trying to perform.

Skills also have the benefit of being able to include additional files, such as scripts, references, and assets, which can guide the agent further.

There is also a defined specification for them, which means they are consistent across other tools.

Because of this, I'm proposing that we convert all the Prompts into Skills and maintain only Skills going forward (for this particular model of customisation).
