ImportError: No module named tensorflow #64

I am trying to create a simple project using the plugin for version 4.25. I copied the entire "Plugins" folder to the root folder of my project. Then in the ml-remote-server folder I ran InstallRequirements.bat. Despite installing all the files correctly, when I run unreal and type "import tensorflow as tf" in the python console I get an error.

LogPython: Error: File "", line 1, in
LogPython: Error: ImportError: No module named tensorflow

Python in Visual Studio Code works fine and I can import this library from there. Any clue why I can't call it up in unreal? In unreal plugins i got MachineLearningRemote, TensorFlow, Socket.IO Client and Python Editor Script Plugin enabled.
