[choropleth] Add highlights and annotations

I'm merging the base choropleth because it passes design muster and is needed for this weekend. In lieu of fixing the remaining three issues I'm reproducing them here:

- [ ] Annotations -- I'm not really sure what the best way to go about this is given the annotations will need to be attached to lines at arbitrary angles.
