Document how to use the Migrate framework to create embargo configuration entities

It would be super useful to be able to use the Migrate framework to create embargo configuration entities, both to load with nodes and afterward as an update migration. We might be able to use https://www.drupal.org/docs/8/api/migrate-api/migrate-destination-plugins-examples/migrating-configuration as a basis for documenting how to do that.
