Windows R-CMD-check is temporarily disabled in CI #851

Description

@ctoney

Edit: Windows CI in the "R CMD check" workflow has been disabled while #826 is under investigation, since it's currently not useful and wasteful of resources to run in CI at the moment, given info below.

Related to the experimental GDAL CLI bindings...
Just a note that the R-CMD-check fail in CI affects Windows only, and is due to the problem documented in #826. It's not a priority to patch the test fail temporarily, but rather work on the underlying issue linked above, so the red x may remain for a while including through a CRAN release in the next few days. Those tests are currently turned off on CRAN until the upstream API is declared stable.

Not sure yet but it may affect R-universe builds. Linux and macOS builds "shouldn't" be affected. On Windows, the only effects are that GDAL CLI bindings are unavailable (except driver-specific CLI is available).

Given the above, source installations from main are tested and expected to be generally stable as usual despite the red x.

This issue will close once CI results are green again, and will be updated if anything changes. Please drop a note if you see anything contra.
