Wifi starts disconnected

After booting via CaDMium wifi is disconnected until explicitly connected. I think that this is also polkit/d-bus related since networkmanager also interacts via polkit

Probably related to the same thing keeping flatpak from working. Xdg data dirs iirc.

XDG_DATA_DIRS should be correct now on dev.

After some searching, it seems to be systemd/polkit related (the DE/user does not appear to have some "control network" permissions.)
