Handler - Log "publish channel" at debug level when there are no receiver

Exploring the idea of logging "publish channel= receivers=" in Handler at debug level when there are no receivers.

Perhaps this behaviour can be controlled by a configuration / environment variable?

Adding a configuration option for this could make sense. I can see how receivers=0 could generate a lot of log noise.
