Steps to reproduce
Scrolling in the "Seen by . ." list causes tooltips to go outside of the popover.

Outcome
What did you expect?
Tooltips disappear when not hovered on and remain within the popover.
What happened instead?
Persisted outside hover and went beyond popover.
