[FEATURE REQUEST] Privacy disclaimer when recording starts

Is your feature request related to a problem? Please describe.
As explained during the last week meeting (2023/04/21), this feature takes care of user privacy when a meeting recording starts.

Describe the solution you'd like
Add a privacy disclaimer when a user starts to record the meeting session. Other users can approve or not to be recorder. If one or more user does not approve, their video will not shown and their audio will not reproduce in the recording.
