ctest failure in eckit_test_geo_cache

What happened?

Building and running eckit ctests results in eckit_test_geo_cache failing like this:

Hi @DJDavies2, it could be that your environment didn't have network access, can you check?

In case you don't want the download functionality, you can re-configure with ENABLE_CURL=OFF.

Yes, this is on a machine that doesn't have internet access. I reconfigured with ENABLE_CURL=OFF and eckit_test_geo_cache now passes. However I get a subsequent failure in eckit_test_geo_grid_fesom:

Just to update, I have run this on a machine that does have internet access and I get the same failure.

I've compiled with ENABLE_CURL and the geo_cache test failures have gone away now, so closing.
