Exclude css isolation assets from `dotnet publish`

Is your feature request related to a problem? Please describe the problem.

I'm using RazorPages (on ASP.NET Core 6) and "css isolation". The css files are generated at obj/{Debug,Release}/net6.0/scopedcss/Pages/, and are included when performing a dotnet publish.

I also use Webpack, so I don't need to publish those css files (they are already bundled by Webpack).

I added variations of all of these to my Project.csproj without success:

$(DefaultItemExcludes);obj/*/*/scopedcss/**/* These (and variations of them in every combination) did not work.

Please provide a way to exclude css isolation assets from dotnet publish.

Additional context

My non-ideal workaround is to delete the files after publish:

Tracking an issue created on /aspnetcore, so it can be fixed here in the sdk instead.

From what i could gather from the previous issue, we need to:

• Edit Condition to include and '$(ExcludeScopedCssAssets)' != 'true' for items: ItemName="_ScopedCssProjectBundleStaticWebAssetEndpoint", ItemName="_ScopedCssProjectBundleStaticWebAsset", ItemName="_ScopedCssAppBundleStaticWebAssetEndpoint", ItemName="_ScopedCssAppBundleStaticWebAsset"
• Edit target Name="ResolveScopedCssAssets" to include and '$(ExcludeScopedCssAssets)' != 'true' for every item

After confirming the previous, I would need some help on how to complete the following:

• Explict the default value of ExcludeScopedCssAssets to be false
• Document the use of ExcludeScopedCssAssets so it shows up properly in project files with the sdk target

Finnaly, just as confirmation, I likely should:

• Build the tasks
• Patch the redistribution SDK
• Test with a real project
• Unit test the flag
• Integration test flag

Let me know if im missing something.
