Feature request: Custom labels (take along) are not being updated if the cluster already exists in Argo

Sometimes we might need to add labels to an existing Cluster API cluster resource. If we want to take along to argo these labels, capi2argo-cluster-operator doesn't do it since the Secret already exist. It would be nice implement this logic because otherwise it's limited to cluster creation only.
