Refresh src/speaking/index.html

• Update dates
• Remove tutorials and replace with basic copy saying that we won't have tutorials this year due to venue costs
• Add a permalink (/speaking/)
• replace 2019 talks link with 2024
• Fix the header to display that the CFP is open, not closed
