update verifier-core to use OIDF enabled issuer-registry-client

Once the issuer-registry client has been modified to use the new oidf registry (digitalcredentials/issuer-registry-client#11) then it will need to be integrated into verifier core.

There will likely be just a few small changes needed.

Current state of this as of may 7 2025:

This branch uses the latest beta version (from npm) of the issuer-registry-client package.
A beta version of this branch has been published to npm.

We are holding off merging this PR and the issuer-registry-client PR until the beta version of verifier-core has been successfully integrated into V+ and LCW, especially because it doesn't seem unlikely that changes will have to be made to these branches as the integration work moves along.
