Update allowed roles for elmenets #4962
Description
While looking over #4142 I noticed that there are a lot of missing allowed roles for elements. For example input type="submit" should be a button role and allow many roles, but our noRoles variant lists it as not allowing any roles. We should go through the ARIA in HTML spec and make sure any new changes are reflected in our standards. Below tickets are encompassed in this work.
