Set time restriction per server

**Describe the ideal solution**
Allowing us to choose the possibility of doing cooldowns per servers instead of only per user, currently you can only cooldown a command for a single user, but if that command is used in the same server by other user it still runs.

**Additional context**
This could be useful for bump commands and basically any once-daily-server command.
