Bicep Template Upgrade

The Bicep templates appear significantly out of date (referencing modules that no longer exist, I think). These should be upgraded so they're reliably used in modern deployments.

Biceps are out of date, the helm release-name is "${CLUSTER}-dapr-ext" which is inconsistent with the github workflow which expects a standard "dapr" name for example.

As I see it, not all test apps are deployed either or have biceps

Think there's a disconnect between the biceps and the kubernetes manifests - in this case the component specs
