Add Josh Goldberg as comitter #49

@JoshuaKGoldberg was looking to contribute a few years back, and I landed their CI fixes earlier this week, but from a conversation on Bluesky I thought we could add him as a committer to help get the project going again. Since we don't have any clear governance on this I figured I would open an issue to make sure @byCedric and @bcoe were comfortable with this.
Noting that committer also means releaser since we have Release Please setup. If folks wanted we could probably add a branch protection rule for those to ensure some approvals, but I am pretty trusting of @JoshuaKGoldberg so don't see it as strictly necessary.
