Add support for Context Aware (CA-MCP) backend

 - CA MCP Backend should allow planning and chaining of several tool calls into one allowing server side orchestration capabilities.
 - In the future this can be clubbed with progressive tool disclosure on server side.
 - Initial implementation will have a new backend similar to search_backend and vanilla_backend, which can expose context aware server side capability
